His Majesty’s Treasury (HMT) is the UK Government’s economic and finance ministry, responsible for managing public expenditure, setting economic policy and supporting sustainable economic growth across the UK. As an organisation committed to innovation, employee wellbeing and data security, HMT recognised an opportunity to modernise how employees recorded and managed working hours.
Client challenges
HMT’s existing working hours process was built around Excel-based spreadsheets and manual tasks, which created significant administrative overhead for both employees and managers.
For employees with varied working patterns, managing working hours was often time-consuming and cumbersome. Managers faced limited visibility of team working hours and lacked access to meaningful reporting. Meanwhile, manual processes increased the risk of human error and accidental data loss.
With a proactive approach to cybersecurity, HMT also recognised the operational and cyber risks associated with legacy tools and wanted to address potential vulnerabilities as part of its wider digital transformation journey.
Building a modern working hours solution
To support its vision for a more efficient and user-friendly experience, HMT partnered with Littlefish Group to develop a new Working Hours Scheme Solution (WHSS). Microsoft Power Platform was selected as the foundation for this shift due to its low-code capabilities, rapid development model, and seamless integration with HMT’s existing Microsoft ecosystem, including SharePoint and Entra ID.
Using Power Apps, Littlefish Group developed a secure, cloud-based application that provided employees with desktop and mobile access to manage working hours, annual leave, overtime, and travel logs through a single interface. The solution allowed users to record multiple work sessions and breaks each day while aligning directly to HMT’s HR policies.
Power BI dashboards also provided managers with greater visibility of working patterns and automated flexi-time approvals. To support adoption, the application was backed by guidance materials, video demonstrations, blogs and e-learning resources, helping employees get up and running quickly and confidently.
Working with Littlefish was collaborative and effective thanks to the strong developer commitment and constructive team dynamics. The team focused on a user-centric design approach, which was consistently demonstrated throughout the project through their comprehensive language and thorough user and train-the-trainer sessions.
Positive outcomes
By implementing the new work hours app, HMT has centralised timesheets, annual leave management and flexible working records within a single platform, providing employees with a more streamlined and intuitive experience. The application supports diverse working patterns while reducing administrative effort and improving consistency across the organisation.
With approximately 64% of employees now using the app, Managers benefit from enhanced visibility of team working hours and improved access to reporting data. Automated approvals and accessible dashboards have helped simplify administrative processes while enabling more timely and accurate HR reporting.
From a governance perspective, the solution has strengthened compliance with the Working Time Directive and internal HR policies. At the same time, removing legacy technologies, unsupported macros and single points of failure has reduced security and operational risk across the organisation.
